listen, Kozlov had the build to be a star. Let's be entirely fair here, he actually looked menacing and could've been built well. Honestly, the only thing that got in the way was that, outside of having no manager when he desperately needed one, look at that world title picture at the time:
Triple H, Jeff Hardy in his career-defining main event push, The Undertaker, Edge. He had to stand out amongst those 4 other men, hell make it five with how hard they were pushing The Big Show at the time. If you don't remember, he had gotten wins over Undertaker, IIRC they were even CLEAN wins over him to really put over the knockout punch as a devastating finisher. For a crowd of that caliber, it would be tough for anybody to stand out but especially someone like Kozlov who desperately needed a mouthpiece at the time.
And, lemme play devil's advocate some more...Kozlov wasn't a bad in-ring worker. Was he green? Cluck yes, no doubt about it, but was he bad? No. He honestly was decent in the ring and had a menacing flair about him that really made him seem like a tough motherClucker, almost a prototype of what Rusev became in 2013. Besides, look at his team with Santino Marella, the two of them worked so well together and it wasn't all Santino carrying him. The guy was able to have funny moments and talk well enough, but it took time and it was time WWE didn't want to spend on Kozlov. If they gave him maybe another year before debuting him on the main roster he'd have a less tough crowd.
He'd debut roughly April 2009, and would ascend to main event September of same year. By then, Hardy is gone, Edge is hurt, HHH is back in DX, Jericho is w/ Big Show...etcetera, etcetera. The main event scene was, what, CM Punk and Undertaker? At most, he contends with those two and maybe Batista and Rey once finished with their feud. It would bring a menacing figure to the heel side of the main event scene, and could have led to some great matches.
So really, I don't blame WWE for trying to push Kozlov in the slightest...it just happened a year too soon. Hindsight is 20/20 though.

I don't really think the problem was that Kozlov was getting pushed but that they tried to push him too far (or maybe it was just that he was in WWE) And my memory of him is fuzzy but I remember that I liked him and thought that he could have multiple intercontinental title regins and Maybe a US title regin (speaking of the US title they should've kept the European championship as well so midcarders had another belt to go for)

Kozlov could've been good. He had potential. But WWE stuffed up. Now the list of clean wins against Taker will be forever stained by Kozlov.
